California has more electric vehicles per capita than any other state in the nation, in part because policymakers seem to love them. Gov. Jerry Brown recently signed a whole sheaf of bills intended to hasten their adoption, and the city of Palo Alto -- home to Tesla Motors -- will require every new home to be wired for EV charging hardware.

Electric vehicle devotees gathered at nearly 100 events across the U.S. this past weekend as part of National Plug-In Day , sponsored by the Sierra Club and other EV advocates, but in California the event took on a policy air as Gov . A bill introduced by California’s Robert Blumenfeld (D-Woodland Hills) would extend the date for carpool lane access from Jan. 1, 2015 to Jan. 1, 2018 for plug-in hybrid vehicles and to Jan. 1, 2020, for other types of alternative-fuel vehicles.
