Relating to renewable energy; creating the contractual requirements for an agreement for the lease or purchase of a distributed generation system and a power purchase agreement; describing utility rates; establishing the minimum warranty requirements for an agreement concerning a distributed generation system; providing certain immunity for solar installation companies; creating the Renewable Energy Bill of Rights; providing a penalty; and providing other matters properly relating thereto.
