VP, State Policy
Tom Plant served Colorado Governor Bill Ritter as head of the state’s Energy Office, helping to move Colorado from laggard to trendsetter in advanced energy. Prior to that, Plant served in the Colorado state legislature representing Boulder County, Gilpin County and Clear Creek County for eight years (1999-2007). During that time, Tom was Chairman of the House Appropriations committee for two years and Chairman of the Joint Budget Committee for one. In 1994, Tom and his wife Dawn Dennison opened the Acoustic Coffeehouse in Nederland, Colorado, which they sold after seven years.
Senior Policy Advisor
Jeff Lyng joins the Center for the New Energy Economy as a Senior Policy Advisor from Opower where he directed the company’s market development and regulatory affairs in the Western US. Prior to joining Opower, Jeff served as Renewable Energy Policy Manager in the Colorado Governor’s Energy Office in the Ritter Administration advising on energy policy and managing several state energy programs. Before joining the Governors Energy Office, Jeff was an engineer for Xcel Energy where he consulted on demand side management and solar programs. Mr. Lyng earned his Master’s degree in Building Systems Engineering from the University of Colorado where his thesis work focused on implementing solar energy in the production home market. While a graduate student, he managed the winning 2005 University of Colorado Solar Decathlon Team. Jeff has served on the boards of Xcel Energy’s Innovative Clean Technologies Program, the Colorado Energy Services Coalition, the Colorado Renewable Energy Society and is the past Board Chair of the American Solar Energy Society.
